The Chairman of the Public Council under the Federal Service for Surveillance in Healthcare (Roszdravnadzor), the head of the ARPM Victor Dmitriev, as part of the official Russian delegation, visited the capital of Uzbekistan, where, within the framework of the Council of Regions, he took part in a business breakfast, at which the prospects for developing cooperation between our countries were discussed. The business program of the meeting included a discussion of political, humanitarian and trade and economic issues. The Head of the Public Council, co-chairman of the Healthcare Commission of the Russian-Uzbek Business Council, spoke about the possibilities for developing Russian-Uzbek relations in the field of healthcare in modern conditions.
He identified three main vectors of interaction: bilateral projects in the field of circulation of medicines and medical devices; joint scientific research and development, the introduction of modern technologies in medical practice and the development of medical tourism; cooperation in the field of medical and pharmaceutical education.
In particular, in addition to the export of Russian medicines to Uzbekistan, agreements on offset contracts for the localization of production of oncological and endocrinological drugs with the Russian companies PharmEco, Pharmasyntez and Geropharm are in a high degree of readiness. Back in 1973, a branch of the All-Russian Scientific Center of Surgery began operating in Tashkent, and negotiations are currently underway between the legal successor of the Center, the Russian Scientific Center of Surgery named after academician B.V. Petrovsky and specialized republican centers of Uzbekistan on scientific and technical cooperation projects. It is planned not only to jointly implement high-tech projects in the field of aortic surgery and regenerative medicine, but also to train scientific personnel, consult, and develop medical tourism.
And, of course, the tasks of training medical and pharmaceutical personnel are being solved through joint efforts. Cooperation between Uzbek universities and Sechenov University, St. Petersburg Chemical-Pharmaceutical University, Perm State Pharmaceutical Academy and Perm State Medical University is developing. This includes the implementation of educational programs at the master’s and specialist levels, the development of academic mobility of teachers, the creation of joint laboratory centers, as well as the implementation of joint projects to popularize the Russian language in the Republic of Uzbekistan.
«Our countries already have positive experience of partnership in all three areas, and today the main thing is to enrich and scale it up,» Dmitriev noted in his speech. «I am confident that today’s meeting will give an additional impetus to the development of close cooperation in the field of healthcare.»
Following the meetings held in Tashkent, the Minister of Healthcare of the Russian Federation Mikhail Murashko and the Acting Minister of the Republic of Uzbekistan Asilbek Khudayarov signed two protocols on cooperation in healthcare, according to which the partnership will continue in the following areas:
- Development of national strategies;
- Plans and roadmaps for the development of healthcare systems;
- Training of medical personnel;
- Joint scientific research;
- Cooperation in the field of regulation of circulation of medicines and medical devices;
- Assistance in the field of conducting clinical trials and quality control and registration of medicines;
- Introduction of innovative medical products into medical practice.
Deepening ties between Russia and Uzbekistan will have a positive impact on the availability of modern and technologically advanced medical care, new treatment methods, high-quality medicines and medical devices for citizens of both countries.
