Industry’s leading unions signed a Memorandum of understanding

    A Memorandum of understanding was signed between Russia’s leading medical industry unions: The National Medical Chamber (president, Leonid Roshal), The National Pharmaceutical Chamber (Acting Director, Elena Nevolina), The Association of the Russian Pharmaceutical Manufacturers (Director General, Victor Dmitriev), The Association of International Pharmaceutical Manufacturers (Acting Director, Vladimir Shipkov), Association “Rosmedprom” (President, Yuri Kalinin), The Association of International manufacturers of medical equipment (Deputy Director, Sergey Kolosov) and The National Immunobiological Company (Director General, Maryam Hubieva). The document was signed in the National Medical Chamber on December 28, 2016.

The parties agreed to cooperate in healthcare while developing professional and scientific relations as well continue the professional dialogue between medical and pharmaceutical communities. The main objective of cooperation is the improvement availability, accessibility, and quality of medical services, as well as development of the healthcare and medical and pharmaceutical education.

The signing took place in presence of top federal executive officials: Head of the Roszdravnadzor, Mikhail Murashko, Head of Department of control in social and market areas, Timophey Nigegorodcev, Head of Department of community health of the Health Ministry, Natalya Aksenova and other representatives of scientific, medical and business communities.

President of the National Medical Chamber, Leonid Roshal noted the unique list of signatories of the Memorandum and its importance for patients. “The people on whom the health of Russian residents depends on gathered here today. Therefore, the National Medical Chamber decide to show the initiative and everyone agreed that we must start working in conjunction with each other and the Government. There is a number of objectives to be worked on: the pharmacovigilance, labeling, price policy. Resolving these objectives is the task of the state. We understand that the today’s economic condition is not the best, but we will still try to find ways to work on the issues. We decided to organize a coordinating council where we will address critical issues,” said Dr. Roshal.

A representative of the Health Ministry, Sergey Salagay, noted that the signed Memorandum is not only an important step in the interaction of the business community, but it is also an important element in the interaction between the professional community and the Government. “The National Medical Chamber is an important partner of the Health Ministry. A few dozen of legislations were reviewed and evaluated by the Chamber over the past year,” said Mr. Salagay. It is an example of a productive interaction between the Government and the business community. Mr. Salagay congratulated all the parties with the Memorandum and wished a productive work.

“A  vitally important factor is the compliance with all the laws and other subordinate legal acts by all parties: physicians, manufacturers, industry’s associations and retailers,” said Mr. Murashko.

“The collaboration of the National Medical Chamber and all the parties is a big step forward, and the support of the Ministry of Health is very valuable. The Public Council of the Health Ministry has the plan to host a meeting with the Russian medical industry to design solutions for current issues in purchasing of foreign and domestic technologies,” said Natalya Aksenova.

Mr. Nigegorodcev noted that the Federal Antimonopoly Service of Russia supports any work in the improvement and increasing transparency of medical and pharmaceutical companies and he wished the participants to come not only to a formal agreement but also to work hold business according to it.

The signed agreement was one of the major events of the past year. The cooperation of the industry’s largest associations, which represent both local and transnational companies opens many new work potentials and experience exchange for the benefit of patients. Each of the parties shared their vision on the Memorandum.

    “Each of the signatories represents interests of a particular field of the industry. Each has its own goals. However, we have a goal in common- healthcare of the nation and each patient. There are many ways to reach this goal. I am confident that we will be able to work effectually together,” said Mr. Dmitriev.

    Elena Nevolina noted that the mutual work declared by the Memorandum could stimulate the development of the Russian healthcare. She also said that the continued education as one of the principals of the principal aspects of the Memorandum will also directly impact the quality of medical and pharmaceutical services. The level of social responsibility of the professional community increases.

    “The signed Memorandum is a great honor and a great responsibility. We all are eager to work together for the benefit of the Russian healthcare. It is important that the signing of the Memorandum was an open to the public event. We take additional responsibilities to the society. I am confident that thanks to the participation of Dr. Roshal we will be able to fulfill the Memorandum with particular ideas and continue our successful collaboration,” commented Mr. Shipkov.

    Mr. Kalinin noted the perfect timing of the Memorandum. “There have been big changes on the market of medical and pharmaceutical goods. Due to the industry’s potential in one year, we will be able to produce no less than 40-50% of medicines and medical products. We have moved to modern production qualities. However, there are still issues like the legal regulation, professional education, and ethical issues. A coordination will play to the benefits of interested parties, the Federal Executive bodies, and patients.”

    “The Nacimbio fully supports goals and principals of the Memorandum. Our company, which was created by the state corporation Rostech, supports the initiative to improve the quality of medicines, research, and clinical studies, and to balance interests of all stakeholders,” commented Mrs. Hubieva, Director General of the National Immunobiological Company.

    “I believe that the Memorandum is a quince event. Each of the organizations that signed the document works to improve the quality of healthcare in Russia. Thanks to the National Medical Chamber we have a unique opportunity to maintain a dialogue between the parties and to unite our efforts to increase the efficiency of each of the parts of the healthcare system,” said Mr. Kolosov.
