15 years old ARPM: from a pharm-bazaar to a civilized pharmaceutical market

At the press-breakfast "Russian pharmaceutical industry: yesterday, today, tomorrow!", timed to the 15th anniversary of the Association of the Russian Pharmaceutical Manufacturers, the intermediate results of the pharmaceutical industry development programs summarized, discussion regarding the domestic pharmaceutical industry during recent years and prospects of the development of the pharmaceutical industry. Particular attention was paid to legislative innovations in medicines provision.

                                                                                                                                                              

 "15 years ago the Association was registered. Since then, lots of things have been done to develop the pharmaceutical industry. At that period we set ourselves ambitious but realistic plans. The first and most important thing is the adoption of GMP standards. We understood that without this we could not enter new the markets", — Viktor Dmitriev said in his opening speech.

 

"At the time of the establishment of the ARPM, the pharmaceutical market in Russia was $ 2.8 billion. According to results of 2002, the domestic production of medicines in monetary terms decreased by 3% to $ 865 million compare to $ 896 million in 2001. In an unstable economy, it was difficult for Russian producers to compete with foreign pharmaceutical companies equally. Today, the volume of the pharmaceutical market in Russia in the pre-crisis years has approached $ 27 billion, and it is included in a list of top 10 world pharmaceutical markets. The market share of domestic medicines is $ 3.75 billion. It is important to mention that the industry has changed mentally, from a pharm-bazaar to a civilized and transparent pharmaceutical market", —  the General Director of the ARPM has mentioned.

 

The Deputy Minister of Industry and Trade Sergey Tsyb said that in the first half of 2017, the pharmaceutical manufacturing in Russia has grown by 11%, and the pharmaceutical market increased by 10% in general.

 

"The Ministry of Industry and Trade has started an active work in the direction of the pharmaceutical industry in 2008 and the ARPM has always helped us", — the Deputy Minister noted. Incentive actions did a push to attraction of investments into the industry. Today, Russian companies actively invest funds in the development of their own products. Over the past five years, we can see a boom of funding, pharmaceutical industry have received more than 120 billion Rubles, and 39 plants have been opened".

 

Dmitry Parkhomenko, the Deputy Head of the Federal Service for Surveillance in Healthcare, spoke about the importance of an effective dialogue between regulators and participants of the pharmaceutical market. He reported about the experiment of medicines  marking, which is now running voluntarily by some market participants. "At the end of the year, we will sum up the results of the experiment. This will change the pharmaceutical market. In addition, the introduction of markings will not lead to a rise of the price, since the government limits the price range", — the speaker believes.

 

In addition, the expert has noted the importance of associations of players in the pharmaceutical industry. "ARPM has proved its viability. Nevertheless, there are still many problems at the market. It is important that all drugs have high quality, that is why very high requirements exist, "- Dmitry Parkhomenko said.

 

Elena Maksimkina, a Director of the Department of Drug Supply and Regulation of Medical Products of the Ministry of Health of the Russian Federation, said in her speech that the interdepartmental commission on forming lists of medicines by the Ministry of Health in 2017 did a great job, while the level of quality of its activities is growing.

 

 

"The commission includes the representatives of all interested federal authorities. The priority is given to the clinical quality of medicines, the evaluation of this parameter is higher than the others have. The attention was also paid to the pharmacoeconomic analysis. The Commission has approved for the inclusion of 60 INNs, half of them are produced in Russia, usually it means a deep stage, the producers of the others announced their intention to localize their products, including the ready-to-use medicines and, most important, innovative forms of medicines", — Elena Maksimkina has mentioned.

 

The General Director of Nizhpharm JSC and the Chairman of the Supervisory Board of the ARPM Dmitry Efimov has noted that the main activity of the ARPM for the last 15 years is devoted to the quality of medicines. In 2001, the association probably for the first time brought up the issue of implementation of GMP standards for public discussion. "This is the rare moment when the industry asked for a more regulation for itself. It is very gratifying that the initiative, which seemed at first to be blurred, has become a reality", — he said.

 

According to Dmitry Efimov, the industry is now actively developing exports, and the  pharmaceutical manufacturers would be greatly supported by the integration of the Russian inspectorate with the European institutions.

 

Ivan Tyuliaev, the first vice-president of JSC AKRIKHIN, also spoke about qualitative changes in the industry. "15 years ago in the pharmaceutical industry in Russia there were big problems, in 2002 there was an old base for the production of medicines. Now we are working according to the European standards. The strategy "Pharma-2020" was developed. Today the industry is at a qualitatively new level", — Ivan Tyuliaev has noted.

 

The solemn evening regarding the anniversary of the Association of the Russian Pharmaceutical Manufacturers, which was held in Ilya Glazunov Art gallery,

Yuri Krestinsky, the Director of the Institute of Public Health Development was a presenter. Congratulations were made by Dmitry Efimov, the General Director of JSC Nizhpharm, Viktor Cherepov, the Executive Vice President of the Russian Union of Industrialists and Entrepreneurs, Dmitry Kurochkin, the Vice President of the Russian Chamber of Commerce and Industry (CCI), Valeriy Sergienko, the Chairman of the Russian Federation CCI Committee on Entrepreneurship in Healthcare and Medical Industry, and the Director of Children Air Center in Kaliningrad, Berta Travnichek.

 

According to the decision of the Association of the Russian Pharmaceutical Manufacturers, all the funds from the solemn event are sent to the Children Aid Center "Our Home" (Kaliningrad Region) — an orphanage for orphans and children left without parental care.
